$1.30 to $2.94?

This smells so bad in so many ways.
Why the gigantic increase?
Why were they "selling water to customers for less than is was paying to buy it"?
Is the idiot who underpriced the H2O still employed?
And the change to monthly billing. I wonder what the late penalties will be.......
