Michigan appeals court says right-to-work law applies to state employees | MLive.com:
"LANSING -- Unions and the civil service commission took a hit today when the Michigan Court of Appeals ruled that the legislature within its authority when it passed a right-to-work law that prevents civil service employees from being required to pay "agency fees."
Under the ruling, non-union employees no longer need to pay fees that are essentially union dues and the civil service commission's authority over more than 35,000 state employees may have been diminished."
