Detroit— The developer who promised to renovate the last remnant of downtown’s turn-of-the-century theater district a dozen years ago has done so little on the building the city is trying to seize the historic property.
Still, the Detroit City Council and the emergency manager have awarded the company $3.3 million in new federal tax dollars for more development.
