Santa Fe Can’t Account for $30 Million:
"SANTA FE, N.M. — A $30.3 million park improvement bond approved by voters in 2008 was spent with so little oversight that Bette Booth, chairwoman of the Parks and Open Spaces Advisory Commission, called the city’s bond account “a slush fund” at a meeting of the city’s audit committee April 1.
City finance director Oscar Rodriguez told the committee “the expense account was a temporary account where they would charge things and sort them out later.”
REDW, the Albuquerque accounting firm hired to examine the project, couldn’t perform a complete audit because of how poorly the records were kept.
“We really have no idea if there was fraud or embezzlement,” Booth said in an interview after the meeting.
“We don’t know how many millions of feet of pipe came in and where it went.
My feeling is a lot of stuff walked away, especially now that we know there were absolutely no controls.”
“We didn’t find any evidence that money was stolen or just spent on random non-park things,” REDW principal Steve Cogan told the audit committee.
There’s no clear proof that money wasn’t stolen either, due to the sloppy records.
“It appears we broke a lot of rules and regulations but didn’t break any laws — but we don’t know,” Rodriguez acknowledged."
