Sacramento is correct. The Governor's "bullet train" is for the children plus, fitting in with the theme above, the State's fastest growing industry, and most expensive, is the building and running of large structures surrounded by barbed wire and armed guards all of whose incomes would have have them leaving the room in the video (their uniforms aren't as neat - a silver lining I guess).
