New Yorkers, who come from every corner of the world, speak 180 languages.
Not surprisingly, nearly half of public school students speak a language other than English at home.
This makes life difficult for the city's Department of Education, which, according to federal law and its own regulations, must provide translation and interpretation services to the thousands of parents of those children whose first language is not English.
It is not an easy task.
As a just-released report by the New York Immigration Coalition makes clear, even though these services are technically available through the DOE’s Translation and Interpretation Unit, they fall far short of what is needed.
“We release this report with hopes that the DOE will take immediate action to address the serious language access barriers parents face when trying to engage in their children's school lives. 
Currently, the DOE has only two people who are responsible for monitoring and supporting more than 1,700 schools on translation and interpretation," said Steven Choi, the coalition’s executive director.
Lack of translation and interpretation closes the doors for immigrant parents who would like to be engaged in their children’s education..."

Nevertheless, Chief Justice Warren's unsubstantiated assumption led to years of school busing across the country that was as racially divisive as it was educationally futile.

In other words, first Greece, and now Puerto Rico may be in a state of Schrodingerian default.
Why the ambiguity?
Because while Greece is not technically in default until July 1, Puerto Rico does not even have an option to declare outright default.
But that doesn't mean that the commonwealth will service it.
Quoted by the NYT, García Padilla said "The debt is not payable."
He added that "there is no other option. 
I would love to have an easier option.

Automotive High School is located in Greenpoint, Brooklyn, and has been identified by the de Blasio administration as a “renewal” school. De Blasio has vowed to improve the schools with $163 million in the upcoming school year.
According to the city Department of Education it was Aimee Horowitz, superintendent of Renewal schools, who reviewed and approved the requests of nine Automotive students to have their January 2015 Regents exams re-scored.
The practice of re-scoring tests just short of passing is known as “scrubbing,” which was banned by the state in 2011.
“This is Scrubbing Part 2,” 
A veteren educator told the Post, “The teachers used to do it. Now it’s the administrators.”
A student at the school spoke with a guidance counselor about having his exam re-scored as he was one point shy of passing.
He was told to sign his name on a list, along with about 20 other students.
...City scores dropped in 2014 after a new rule stopped teachers from grading tests given at their own schools.
In June, only one student at Automotive High School out of 25 passed Common Core math, all trigonometry test takers failed..."

"RENO, Nev. (AP) — Burning Man festival organizers are pushing back after the U.S. Bureau of Land Management requested upgraded accommodations for its officials at this year's event in the Nevada desert.
The federal agency asked for flush toilets, washers and dryers, hot water, air conditioning, vanity mirrors, refrigerators and couches at its on-site camp, called the Blue Pit, The Reno Gazette-Journal reported (http://on.rgj.com/1GxU4Bb) Friday.
The toilets are also to be cleaned daily by Burning Man staff.
Festival leaders have refused the request, saying those amenities alone would cost $1 million and hike its permit fees to about $5 million.
Burning Man holds the largest special-recreation permit in the country, but its cost has steadily increased in recent years.
In 2011, the permit fees were $858,000.
...the Bureau of Land Management said ..."It's safe to say that if you were working 14 to 16 hours a day in white-out conditions on the hot playa, you don't want them to be unrested.

1767 - The British Parliament approved the Townshend Revenue Acts. The acts imposed import duties on glass, lead, paint, paper and tea shipped to America. 


1804 - Privates John Collins and Hugh Hall of the Lewis and Clark Expedition were found guilty by a court-martial consisting of members of the Corps of Discovery for getting drunk on duty. Collins received 100 lashes on his back and Hall received 50. 


1903 - The British government officially protested Belgian atrocities in the Congo. 


1917 - The Ukraine proclaimed independence from Russia. 


1925 - Marvin Pipkin filed for a patent for the frosted electric light bulb. 


1926 - Fascists in Rome added an hour to the work day in an economic efficiency measure. 


1953 - The Federal Highway Act authorized the construction of 42,500 miles of freeway from coast to coast. 


1956 - Marilyn Monroe and Arthur Miller were married. They were divorced on January 20, 1961. 


1972 - The U.S. Supreme Court ruled that the death penalty could constitute "cruel and unusual punishment." The ruling prompted states to revise their capital punishment laws.
