Until recently, the NEA forced teachers to pay agency fees, whether they joined the union or not. The Supreme Court put a stop to that practice with itsJanus v. AFSCME decision. Since then, the NEA has lost 17,000 members and 87,000 non-member agency fee payers. That mass exodus could explain their decision to open membership to non-teachers for the purpose of funding their political action committee.
