Many people hearing talk of America’s campus “rape culture” might be tempted to dismiss the overheated rhetoric as harmless.
Despite little evidence “rape culture” exists, though, three recent roundtable discussions on campus sexual assault hosted by Sen. Claire McCaskill (D-MO) showed that not only do some people absolutely believe a rape culture exists on college campuses, but the federal government is involved in policing the issue on campuses.
The Department of Education mandates colleges to handle every single student sexual assault through internal quasi-legal proceedings, in which the school performs all the roles of investigator, prosecutor, judge, executioner and statistics compiler.
From the perspective of accusers in campus sexual assault cases, they may very well prefer a quasi-legal adjudication of their complaints because it provides a much broader definition of sexual assault, a much lower burden of proof and an environment in which “student’s rights” tend to be accuser’s rights, with little emphasis on rights for the accused.
For the accuser, it makes the alleged post-assault experience that much less stressful.
From the accused’s perspective, though, he’s not gonna know what hit him.

It’s always encouraging when neighbors look out for one another and that’s exactly what happened in this defensive gun use from this weekend.
The Muhlenberg Township Police Department gave the following account of the events (via Reading Eagle),
Florencio Roman-Quinones, 27, whose last known address was in the 300 block of North Fifth Street, approached the 60-year-old man in front of the victim’s house in the 200 block of South 13th Street about 10 p.m. Thursday. 
Roman-Quinones assaulted the man, took his jewelry and car keys and left the area.
Roman-Quinones was known to the victim and a few of his neighbors who saw the attack, so police obtained a warrant for his arrest on robbery and assault charges.
Because the man’s car keys had been stolen, he remained outside watching his car. At 1:54 a.m. Friday Roman-Quinones returned to the block with Vazquez and another man.
Roman-Quinones argued with the victim about calling the police and again assaulted the victim.
Vazquez joined in on the assault.
Moments later a neighbor yelled for the two men to stop beating the victim, but they continued the assault. The neighbor fired one shot, striking Vazquez in the chest.
Vazquez staggered to his car, and Roman-Quinones began driving to the hospital.
A police lieutenant on patrol saw the car speeding the wrong way on a one-way street and began pursuing the car into West Reading.
The chase ended at the emergency room entrance.

Universities: Michigan universities will see a 5.9 percent boost for fiscal year 2015, bringing them closer but not all the way back to funding levels cut in 2011. Tuition is unlikely to increase more than 3.2 percent, as universities could jeopardize funding if they exceed that level. Grand Valley will see the biggest funding bump because it met certain performance goals, while Wayne State will see the smallest. 


Lower-funded schools: K-12 school districts will receive a $50 per-pupil increase in their foundation allowance, but some schools that had been on the low end of the funding spending spectrum will receive up to $125 more. Supporters say the "equity payments" will close the funding gap between districts, but critics say the money will disproportionately benefit charter and cyber schools, which have lower overhead costs so receive less money.

Local governments: Local communities are poised to see significant revenue sharing increases under the 2015 budget without having to jump through as many hoops. Total revenue sharing payments to cities, villages, townships and counties will rise by roughly 7.4 percent, or $1.2 billion, next year. That's less than Snyder proposed, but local leaders have praised the budget because it did away with some requirements of the Economic Vitality Incentive Program, which replaced traditional statutory revenue sharing in 2012.

Public safety: The budget makes a significant investment in public safety, with $46.6 million set aside to train 100 state police troopers, 31 motor carrier officers, 25 conservation officers and update a communications system. There's also about $5 million for a new police helicopter that will aid ground patrols and $6.8 million to enhance cyber-security efforts.

Film incentives: Michigan will set aside another $50 million to woo film makers in 2015 despite a push by Snyder to halve the incentive program. Senate Majority Leader Randy Richardville, R-Monroe, had sought to increase film incentive funding and said earlier this month that he may still push for changes in the program designed to provide long-term stability for the industry."

An undated but clearly recent page at the National Wildlife Federation breathlessly warns readers, in a section entitled "Threats from Global Warming," that "Lake Erie water levels, already below average, could drop 4-5 feet by the end of this century, significantly altering shoreline habitat." A Thursday Huffington Post Canada Business entry observed that "the (Great Lakes) basin has experienced the longest extended period of lower water levels since the U.S. and Canada began tracking levels in 1918." Of course, it's because of "climate change."
Friday, Julie Bosman at the New York Times reported (HT Powerline) that "The International Joint Commission, a group with members from the United States and Canada that advises on water resources, completed a five-year study in April 2013 concluding that water levels in the lakes were likely to drop even farther, in part because of the lack of precipitation in recent years brought on by climate change." But the reason Bosman was on the story is because — fortunately for area residents, but unfortunately for "startled" global warming adherents claiming to be "scientists" — Great Lakes sea levels are rising again (bolds are mine throughout this post):

... after reaching historic lows in 2013, water levels in the Great Lakes are now abruptly on the rise, a development that has startled scientists and thrilled just about everybody with a stake in the waterfront, including owners of beach houses, retailers in tourist areas and dockmasters who run marinas on the lakeshore.
Lakes Michigan, Huron and Superior are at least a foot higher than they were a year ago, and are expected to rise three more inches over the next month. Lake Ontario and Lake Erie are seven to nine inches higher than a year ago.
... Scientists say the reversal of fortunes for the lakes is partly a result of the most bone-chilling winter in memory for many Midwesterners. The thick and long-lasting ice cover on the lakes kept the water colder and slowed evaporation. Heavy snowfall and a rainy spring allowed the lakes to make even more gains.
“We’ve had a rebound that we haven’t seen in many, many years,” said Gene Clark, a coastal engineer with the University of Wisconsin Sea Grant Institute in Superior, Wis. “We’ve been historically below average, and now we are finally back to above-average water levels. At this time last year, I was talking to Wisconsin state legislators about what was happening, why the levels were so low and what could the State of Wisconsin do about it. It was very much a crisis.”
Actually, Mr. Clark, what has occurred demonstrates that it wasn't a crisis. It was part of natural cycles over which man has no meaningful influence or control.
One Powerline commenter noted something consistent with my memories of the late 1960s, namely that people at the time were also worried about low lake levels:
 I live not far from Lake Huron, and I recall that water levels the last decade or so have been the lowest since the 1960s. Climate change is the all-purpose whipping boy, but that doesn't explain why they were so low in the 60s. Cyclical issues seem to be the easier answer, but you don't get as much grant money for cyclical issues.

In the Left’s fantasy world, the militant Christians at Hobby Lobby police single female employees to assure that they have not engaged in sinful, pre-marital sex. As for married women, Hobby Lobby deprives them of birth control so that each can deliver a new baby every nine months, for God’s glory, just like in the Old Testament.
Liberals are living in a cartoon of their own making.
Again, Hobby Lobby’s health plan pays for birth-control pills, vaginal rings, contraceptive patches, and other items to help female employees plan their pregnancies. The Left’s arguments to the contrary are — surprise, surprise — lies.
What Hobby Lobby will not cover are four contraceptive methods that its owners fear are abortifacients:

But Stretton, who was hired by the family through Craigslist in March, refused to leave the Bracamonte residence.
Stretton also threatened to sue the family, claiming wrongful termination and abuse of the elderly.
When the Bracamontes contacted police three weeks ago, they were told, "'Sorry, you're going to have to go through the eviction process,' " Marcella Bracamonte said.
A judge also ruled in the nanny's favor, saying the family did not end Stretton's employment in a legal manner.

After a devastating, 14-year drought drained the reservoir that supplies 90% of the city’s water, the apparently endless supply of water is an illusion as Las Vegas population has soared.
As Barnett ominously concludes, "unless it can find a way to get more water from somewhere, Las Vegas is out of business. 
Yet they’re still building, which is stupid."
As The Telegraph reports, as with many things in Sin City, the apparently endless supply of water is an illusion.
America’s most decadent destination has been engaged in a potentially catastrophic gamble with nature and now, 14 years into a devastating drought, it is on the verge of losing it all.

“The situation is as bad as you can imagine,” said Tim Barnett, a climate scientist at the Scripps Institution of Oceanography. “It’s just going to be screwed. And relatively quickly. Unless it can find a way to get more water from somewhere Las Vegas is out of business. Yet they’re still building, which is stupid.”
Things are not good...
Las Vegas gets just four inches of rain in a good year, and in the first four months of 2014 there was just 0.31 of an inch.

The Southern Nevada Water Authority, which has the task of keeping the city from running dry, has described the effects of the drought as “every bit as serious as a Hurricane Katrina or a Superstorm Sandy”.

However, Las Vegas still uses 219 gallons of water per person per day, one of the highest figures in the US. In San Francisco the figure is just 49 gallons.
